Power market problems could spread without new approach to transmission - 30 January 2001

PA Consulting Group identifies transmission sector solutions to alleviate growing electricity price and availability concerns

PA Consulting Group, with support from National Grid, today released "The Future of Transmission in the US: A Vision for Transmission as a Vibrant, Stand-Alone, For-Profit Business," in response to growing concerns over the transmission of electricity.

The transmission sector has not moved as rapidly to a strong business model as other sectors have in electric power restructuring, despite transmission's critical influence on the availability, reliability and prices of electricity. The paper argues that the success of existing and future electricity markets greatly depends upon increasing the U.S. transmission system's capability to move more electricity when and where it is needed. Therefore, to improve the existing structure, the paper proposes forthright implementation of light-handed incentive regulation of for-profit transmission companies to promote investment and to reward performance. This, coupled with the freedom for such companies to act on such incentives, will yield the greatest benefits for electricity consumers.

"Electricity market problems in California and elsewhere highlight the need for change in the industry business model, particularly in electricity transmission. The transmission system in the United States is in serious need of improvement if it is to successfully support the growth of wholesale and retail electric power markets," stated Roger Gale, global head of PA Consulting Group's Energy Practice. "Providing for-profit firms with financial incentives to increase access for new energy suppliers, to improve customer service, and to reduce costs is the most effective way of providing consumers with reliable, reasonably priced electricity in the future."

The Federal Energy Regulatory Commission's (FERC) transmission policy provides transmission owners with options including the adoption of incentive-based regulation of for-profit transmission entities. However, this proposal needs to be implemented in a way that establishes unequivocally a new era in regulation of the transmission sector and empowers this vision for superior performance through a sustainable business model for the future.
