PA Consulting Group PFI / PPP project wins prestigious PFI Award

PA client - National Savings - was awarded a top PFI prize recently in recognition of the outstanding value that is being delivered from the PFI deal developed and implemented to outsource operational services which support its financial services business. The partnership is a vital part of National Savings’ transformation and modernisation programme, designed to provide better value for the taxpayer and customers, and bring it in line with developments in the financial services industry.
The National Savings project won the Specialist Services category in 'The PFI Awards 2000', organised by publication The PFI Report. The project involved PA Consulting Group who provided strategic guidance and project support throughout the 18 month tendering process, at the end of which, Siemens Business Services (SBS) were chosen to provide the complete outsourced solution.
The PFI awards were set up in 1999 to offer a formal recognition of the best in PFI: innovation, flexibility and the delivery of key procurement and service modernisation goals to benefit society at large. The winners were announced on 14 June 2000 in London.
The project has also recently received recognition from the National Audit Office (NAO) in its report on the project. Sir John Bourn, the head of the NAO, says it (the National Savings PPP) is "one of the most remarkable PFI deals we have seen …. There are a number of lessons that other Government departments can learn from this partnership, particularly how National Savings procured the deal and the framework established to manage the partnership with SBS." *
Peter Bareau, National Savings Chief Executive said:
"This award, and the recent NAO report, recognises the hard work that many people from both within National Savings and outside put into the deal to ensure it was completed on time and delivered what we set out to do. The strategy for procuring the business partner which we developed with PA was a good one, with a joint approach to project management. This ensured that all angles were considered, contributing to a real sense of partnership with SBS."

1. PA’s work with National Savings
Model public/private partnership adds value for stakeholders
National Savings – an Executive Agency of the UK Chancellor of the Exchequer – designs, markets and administers savings and investment products for personal savers and investors. Serving the needs of customers for savings products and the needs of the Treasury for effective funding of the National Debt, National Savings has to deliver value to stakeholders, including taxpayers, customers, its staff and the Government, by offering products that are the most secure investments people can buy.
In 1997, following completion of a fundamental strategy review, National Savings embarked on a comprehensive programme of modernisation to defend and enhance its value to the Government and the public.
The programme included actions to invest in all key parts of the business of National Savings, including funding, customer offer, sourcing, operations, organisation and control, and to assess the value of private-sector involvement in investing capital and expertise in the operational services.
PA Consulting Group advised National Savings at every stage of a rigorous tendering process lasting eighteen months, at the end of which Siemens Business Services was chosen as the preferred bidder to enter into a public/private partnership with National Savings. The benefits of this public/private partnership are:
- Significant cost savings in back-office delivery, providing value to the taxpayer, with a low financial-risk profile
- Capital investment and innovative use of technology to enhance National Savings’ customer proposition
- Potential for job growth in the UK communities where National Savings’ operations are located
- A contractual partner with incentives to deliver continuous improvement, profit share and skills transfer, as well as overall performance improvement
The new partnership, which involves the largest ever transfer of public-sector staff (over 4,000) to a private-sector partner, will ensure a revitalised National Savings is able to compete successfully for business in a fast-changing marketplace where customers have more choice than ever before. The contract is for 10 years, with an option to extend to 15 years.
