The commission for electricity regulation in Ireland appoints PA Consulting Group to head a consortium to assist in the opening up of the Irish electricity market

PA Consulting Group, the international management, systems and technology consultancy, has been appointed by the recently created Commission for Electricity Regulation in Ireland to lead a consortium to assist the Commission in meeting its statutory mandate to open up competition within the Irish commercial market.
The Electricity Regulation Act 1999 recently completed its passage through both houses of the Irish Parliament, bringing into existence the Commission for Electricity Regulation (CER). This independent regulatory body is tasked with granting licences to generate and supply electricity; providing authorisations to construct generation stations; and providing for access to electricity transmission and distribution systems. Its establishment is a significant milestone in Ireland’s progress towards meeting the obligations of the European Community’s Electricity Directive, under which 28% of the Irish electricity market must be opened to competition by 19 February 2000.
The complexity of the task is such that the CER recognised the need for specialist industry and professional services support and guidance in bringing about the significant changes required to policy, infrastructure, etc. The consortium chosen builds on a mix of local and European specialist skills and industry knowledge. The team includes staff from: PA Consulting Group; NERA, the regulatory economists; PB Power Merz and McLellan, technical consultants; Denton Hall, international energy lawyers; and BDO Simpson Xavier, leading Irish accountants.
The team is led by Jock Lees (PA), who recently managed the UK 1998 Programme to introduce competition to domestic and small business customers for the UK Electricity Regulator (then OFFER) and is directed by Clare Spottiswoode (also PA), formerly Director General of Gas Supply and head of OFGAS.
Work has begun on the development of licences, authorisation documents and technical codes. The work programme is expected to take around seven months to complete, including extensive consultation with the industry and other interested parties.
